Consultation on the Plan for the 2016 Population By-census

October to December 2013

District Council members were consulted on the overall plan for the 2016 Population By-census. A consultation paper was tabled for discussion at the meeting of the Legislative Council Panel on Financial Affairs on 2 December 2013.

Pilot Survey

A sample survey of about 3 000 quarters was conducted from 30 June to 2 August 2015 to test the questionnaire design and the operational arrangements for the 2016 Population By-census.

Hong Kong Book Fair

20 to 26 July 2016

The Census and Statistics Department staged an exhibition in the Hong Kong Book Fair, which covered the promotion of the 2016 Population By-census. The exhibition aimed at introducing the work of the Census and Statistics Department and raising the public’s awareness of the 2016 Population By-census.

Moving Showroom

Late June to early July 2016

A dedicated exhibition vehicle visited various places around Hong Kong to promote the benefits of using e-questionnaire. The vehicle was featured with exhibition on the 2016 Population By-census and there were persons responsible for answering enquiries about the e-questionnaire.

The Commissioner for Census and Statistics announced the details of the operation of the 2016 Population By-census at the press conference.

Publicity through Multi-media Channels

Late May to early August 2016

A wide range of publicity activities were carried out through multi-media channels (e.g. TV and radio announcements, media interviews, outdoor and online advertisements, banners, etc.) to convey the by-census messages to the general public.

School Publicity

May to mid-July 2016

Teachers and students were our targets for publicising the 2016 Population By-census. The primary and secondary schools organised publicity activities during May to mid-July 2016 to encourage their students to bring home the by-census messages and urge their parents and relatives to co-operate in the 2016 Population By-census.

Conduct of Briefings

April to June 2016

Briefings were conducted for the District Councils, Rural Committees and property management companies. Members of the District Councils/Rural Committees and representatives of property management companies were encouraged to assist in the promotion of the co-operation of households in the 2016 Population By-census.

2016 Population By-census Roving Exhibition

April to June 2016

To raise public awareness of the 2016 Population By-census and encourage the use of e-questionnaire, the Census and Statistics Department held a roving exhibition from mid-April to mid-June 2016 in various shopping arcades and public libraries around Hong Kong.

2016 Population By-census Publicity Poster and Mini-film Competitions

October 2015 to April 2016

The Census and Statistics Department organised the 2016 Population By-census Publicity Poster and Mini-film Competitions to raise students’ awareness of the 2016 Population By-census and promote the use of e-questionnaire to the public. The awards presentation ceremony was held at 11:00 am on 16 April 2016 (Saturday) at L1 Atrium A, Metro City Plaza II, Tseung Kwan O. The winners list has been uploaded to this website. The winning posters and mini-films were displayed/broadcast at five roving exhibitions of the 2016 Population By-census in Hong Kong.

Hong Kong Book Fair

The Census and Statistics Department staged an exhibition in the Hong Kong Book Fair, which covered the promotion of 2016 Population By-census. The exhibition aimed to introduce the work of Census and Statistics Department and raise the public’s awareness of the importance of population censuses/by-censuses.

Gazette of the Census and Statistics (2016 Population Census) Order

23 October 2015

The Census and Statistics (2016 Population Census) Order made by the Chief Executive in Council under section 9 of the Census and Statistics Ordinance (Cap. 316) was published in Gazette on 23 October 2015. The Order provides statutory backing for the conduct of the 2016 Population By-census in Hong Kong.

Training of Temporary Field Workers

March to July 2016

Training for successful applicants on methods of interviewing and enumeration, content of questionnaires and major aspects of operations, including safety guidelines and confidentiality guidelines, were conducted in phase.

Recruitment of Temporary Field Workers

18 December 2015

About 6 400 Temporary Field Workers comprising the positions of Chief Enumerator, Checker, Enumerator and Centre Assistant were employed to support the data collection work for the 2016 Population By-census. Online applications were accepted in phases starting from 8 January 2016.

Deadline of returning self-administered questionnaires for non-contact households

15 August 2016

For households that could not be contacted despite repeated attempts during the face-to-face interview period, census officers had left self-administered questionnaires with them. The households concerned were requested to complete and return the questionnaires in the self-addressed envelopes attached to the 2016 Population By-census Office on or before 15 August 2016.

Face-to-face Interview

16 July to 2 August 2016

The Census and Statistics Department arranged for census officers, working in pairs, to conduct face-to-face interviews for those households that have not yet submitted the e-questionnaire.

Households could submit the e-questionnaire through the 2016 Population By-census website or a dedicated mobile app downloaded from the website.

Households could book a face-to-face interview appointment through the 2016 Population By-census website or by calling the By-census Service Centre (Hotline: 18 2016).

Data Processing

Post Enumeration Survey

16 August to 30 September 2016

The Post Enumeration Survey of the 2016 Population By-census was conducted during 16 August to 30 September 2016 in order to evaluate the accuracy of the data collected in the 2016 Population By-census. The conduct of such a survey follows standard international practices for evaluating the data collected from population censuses/by-censuses. A random sample of some 1 800 quarters was visited by the permanent field officers of the Census and Statistics Department to collect some basic information about the households and persons living there via face-to-face interviews.

Access to micro-data teaching file for educational purposes by academic institutes

15 November 2017

Datasets of the 2016 Population By-census with a relatively small sample and lower level of detail may serve as a useful educational tool. Departments of local academic institutions wishing to apply for these sample datasets for educational purpose may make an application to C&SD through their management. Applications will be considered by the department on a case-by-case basis. If an application is approved, the applicant and the management of the department to which the applicant belongs must sign an undertaking with C&SD that requires them to comply with the relevant terms and conditions. In particular, the datasets must be intended for class demonstration or course work only and must not be transferred/released in whatever form or media either for commercial or non-commercial purposes.

Release of Statistics of Tertiary Planning Units

The Census and Statistics Department released today (September 29) detailed results of the 2016 Population By-census for Tertiary Planning Units.

Online Interactive Data Dissemination Service for 2016 Population By-census launched

14 September 2017

The Interactive Data Dissemination Service (IDDS) was launched on 14 September 2017. The IDDS, which enables data users to produce statistical tables and charts free of charge in accordance with their own data specifications, can be accessed through the website of the 2016 Population By-census.

Access to micro-data for academic research

11 September 2017

The Census and Statistics Department (C&SD) has now launched the service of using the datasets for the 2016 Population By-census. Academic researchers may approach C&SD to apply for access to the datasets of the 2016 Population By-census to support the conduct of socio-economic studies. The datasets must be used for academic research purposes only. All records in the datasets have been thoroughly screened to ensure that particulars of individual households and persons cannot be identified. Specifically, all record identifiers (such as name and address of individual respondents) have been removed and other information has been suitably coded.

An academic researcher wishing to gain access to the 2016 Population By-census datasets may make an application to C&SD through the management of the academic institution to which the researcher belongs. Applications will be considered by C&SD on a case-by-case basis, having regard to such factors as the nature of the study, data relevance and precision, and data confidentiality. If an application is approved, the applicant and the management of the organisation to which the applicant belongs must sign an undertaking with C&SD that requires him/her to comply with various conditions in using the datasets.

Detailed results of the 2016 Population By-census, analysed by District Council District, District Council Constituency Area and New Town were released in June 2017. Detailed statistics of Tertiary Planning Units and major housing estates will be released later this year.
