Advantages of using e-Q

Time saving and convenient – Users can complete e-Q, using any device that supports web browsing, at anytime, anywhere, with no worries about waiting for an interview visit from our Census Officers.

Simple and easy – e-Q is featured with automatic question skip logic, displaying relevant questions promptly according to the answers provided by e-Q users. A progress bar is also shown on each page for users to quickly observe the progress of e-Q completion and easily navigate among different sections of the questionnaire.

Secure – e-Q users must enter passwords to login to complete e-Q. To strengthen privacy protection, e-Q users can also apply for e-Q “Separate Accounts” for their household members. All information provided will be encrypted during transmission to ensure data confidentiality.

Environmental friendly – Creating a paperless environment by providing data electronically.

Divisions

Remarks:

• Any entrant can enter as an individual or as part of a team (a team of up to 3 students for “Poster Design Divisions” and a team of up to 5 students for “Mini-film Production Divisions”). Each participant can only enrol in one division and submit one entry.
• If entrants form a team, all team members have to study at the same school and within the grades/forms of the division.

Entry Requirements

Poster Design Divisions

• Format should be in png, jpg, tiff
• Size should be in A3 (with at least 300 dpi)
• File size should be less than 10 mb

Mini-film Production Divisions

• Duration of the mini-film should be less than 5 minutes
• Format should be in wmv, mpeg, mp4
• With dimensions of 16:9 and a resolution of 1920 x 1080 pixels
• File size should be less than 800 mb

Judging Criteria

• Content (Adherence to theme, accuracy of information)
• Creativity (Creative concept, presentation)
• Affective Impact (Ability to engage viewers)
• Aesthetics (Visual appeal)

Judging Process and Awards

Most Liked Award

The judging panel will select 6 entries from each division. These selected entries will be uploaded to this website for public online voting. The poster and the mini-film with the highest number of votes will be awarded as “Most Liked Award”. The awarded entrant/team will each receive HK$500 book coupon.

Champion, 1st Runner-up, 2nd Runner-up and Distinguished Prize

The judging panel will select a champion, two runners-up and distinguished prizes from each division. The awarded entrant/team will be awarded the following prizes:

Most Supportive School Award

The primary school and the secondary school with the highest number of participants will become the most supportive school and each receive a trophy.

The winning posters and mini-films will be uploaded to the 2016 Population By-census Website, and displayed/broadcast at roving exhibitions. Also, the winning posters will be displayed at the Wanchai MTR Station Community Art Gallery and the winning mini-films will be broadcast on the YouTube channel of the 2016 Population By-census.

Each participant will be awarded a Certificate of Appreciation.

Terms and Conditions

• Once an entry is submitted, it cannot be modified or replaced and will not be returned to the entrants.
• An entry should not contain any material that is obscene, violent, pornographic, defamatory, indecent and disparaging.
• Entrants must guarantee that their entries submitted have neither been openly shown, publicised or broadcast in any other media platforms; nor have been involved in any commercial activities or submitted for other competitions.
• An entry must be the original work of the entrant. If material like music, image, video or movie clips owned by a third party is used in an entry, the entrant must acquire written consent from the copyright owner. The organiser reserves the right to request written proof of these permissions from any entrant if necessary.
• Entrants must acquire written consent from all personnel who participate in the performance to upload the entries to designed website(s) and to use the entries in any form of media for demonstration, publication, exhibition, promotion, or any non-commercial activities by the organiser.
• Entrants should be responsible for the security and virus issues in relation to submitting and creating the entries. If virus is detected at the submitted file, the entry will be disqualified.
• Entrants shall understand and agree to grant and assign exclusively to the organiser all the intellectual property rights of the winning entries. The organiser has the right to display the entry content, title, synopsis and entrants' information in any form of media for demonstration, publication, exhibition, promotion or any non-commercial activities. The organiser also has the authority to edit, translate, adapt, use, copy and distribute, in whole or in part of the entries without any need for prior consent of or payment of fees to the entrants.
• The finalist entries, together with entrants' names, title and synopsis of the entries, will be posted for public viewing and voting at this website.
• The decisions of the judging panel on the Competitions results shall be final. In case of dispute, the organiser’s decision is final.
• Entrants are to abide by the organiser’s decision on all matters relating to the Competitions, which shall be final. This includes the right to interpret, amend, cancel or suspend the terms and conditions, prizes and other arrangements of the Competitions without prior notice.
• All winners are required to provide his/her Hong Kong Identity Card, student ID card or any other valid documents for verification purposes.
• The right to receive a prize is non-assignable and non-transferable.
• By submitting an entry in the Competitions, each entrant agrees to be bound by these terms and conditions. The organiser reserves the right to disqualify any entrant or retract any award from an entrant who it believes has breached any of these terms and conditions. No appeals will be entertained.
